OV Consulting is a transportation and land use planning firm with offices in Denver and Golden, Colorado. The firm was founded in 2002 and is a Denver area leader in innovative planning and problem solving, specializing in multi-modal and active transportation planning, land use integration and community healthy living practices, policy and programming. Chris Vogelsang, PE and Beth Vogelsang, AICP have over 40 years of combined experience in innovative planning, engineering and problem solving for multi-modal transportation projects. They bring a unique blend of planning and engineering skills to their projects and supplement those skills with innovative and significant expertise in community and stakeholder outreach and consensus building. The firm’s technical practice is complimented by significant experience and expertise in stakeholder coordination, public involvement and education and awareness outreach. Over the last decade, OV has led multi-modal planning and healthy communities efforts integrating transit operations and active transportation design for numerous Colorado jurisdictions, and is now beginning to work with communities outside of Colorado. OV has worked with the
 City and County of Denver on numerous traffic, parking, and bicycle and pedestrian studies over the past twelve years, including recently the Broadway & I-25 Station Area Plan, Brighton Boulevard Preliminary Design and Final Design, the National Western Center Master Plan, Bicycle Facilities Design and Implementation Capital Improvement Programs of 2013-2015, the 38th/Blake
“Next Steps” Study, and the FHWA sponsored Bicycle Traffic Signal Efficacy
 Study, among others.

Principal Planner

Beth Vogelsang, AICP, of OV Consulting, is a multi-modal transportation planner with twenty years of experience in both the public and private sectors. Her work history includes transit planning, bicycle-pedestrian connectivity, land use integration and stakeholder/community outreach and consensus building. Beth has worked extensively with local jurisdictions throughout Colorado establishing an understanding of the synergies between growing population densities, changing land use patterns, and the increasing demand for improved multi-modal mobility. She has supplemented her technical expertise with a significant practice in public involvement, public information and jurisdictional coordination. Because she understands the planning and design process, Beth has a unique ability to effectively coordinate technical project needs and local community concerns.


Principal Engineer

Chris Vogelsang, PE, of OV Consulting, is a Traffic Engineer with more than twenty years of experience in the transportation field including specific areas of expertise in bicycle and pedestrian facilities planning and design, traffic operational assessment, micro simulation of surface street traffic, and transit operational planning and design. His recent work with the City and County of Denver on bicycle facility design, traffic operational design, and parking along with his expertise in multi-modal corridor planning and design make him a leader in the Denver region. His approach in successfully completing projects is to bring innovative multi-modal planning, traffic engineering and feasible implementation together in the development of complete streets and related projects relevant to each community.



Shari Moore, AICP, of OV Consulting, is a multi-modal transportation planner with over 15 years of planning experience. She has experience with transit alternatives analysis, corridor studies, public involvement, TDM action plans, mobility studies, feasibility studies, and research and analysis. Shari, during her tenure as a planner, has also managed financial budgets for medium to large projects, and managed the proposal process from identification of projects, setup and coordination with project managers to final deliverables. This also included contract review. More recently, Shari has focused her time on In Design desktop publishing to create more polished documents and graphics.


Planner/Designer/GIS Analyst

Max completed his Master of Urban and Regional Planning (MURP) at CU Denver in 2016. As a planning student, he focused on real estate and community development, neighborhood planning and geospatial analyses. Max has been a GIS consultant on several professional projects in the Denver area involving public health, affordable housing, and accessibility. He is well-versed in ArcGIS, QGIS, and Adobe Creative Suite and strives to tell compelling stories with data. Before moving to Denver, Max taught elementary school in his hometown of Madison, Wisconsin. He enjoys rooting for his beloved Green Bay Packers and exploring Colorado mountains.



Fernando Abbud recently joined OV Consulting as its first bilingual urban planner. Fernando brings a unique background in design, urban planning and community engagement and is currently developing a bilingual and bicultural approach for planning at OV Consulting. He is working in several key Denver communities on strategic land use and transportation plans, resiliency planning, community education and supporting outreach programs.
